潘西京，字 欽，筆名 海銳，中國德龍齋 齋主。河南洛陽籍，現居住廣州市。軍旅生涯25年，黨員，多次立功及戰功，軍轉團職領導；中國書畫藝術大使、全國書畫藝術委員會副主席、中國書法家協會 會員、中國傳統文化促進會總會 會員、中國非遺書畫傳承師、中國楹聯學會 會員及書法研究會 副理事長、軍旅書法家、中國實力派書法家、中國書畫英才首批特聘專家、雅昌藝術家會員、中國教育電視台《水墨丹青欄目組》書畫院 會員、北京心海文化藝術研究院 副院長、廣州國際藝術博覽會特約書法家、華夏國藝青少年教育培訓中心書畫導師等。作品多次參加國內、國際大賽獲特等獎及獎項；被譽爲“中華國粹人物”、“中國文化形象代表”、“筆陣戰神”、“中國夢•功勳藝術家”、“最美中國符號”等稱號；書法作品在上海人大、澳門民政公署及多家寺院刻字懸挂。優秀創作已被《中國美術史》、《中國美術通史》、《中國書法史》、《中國近現代名人名家精品集》等書錄編。著有《潘西京 書法集》、《潘西京 書法》等書。【兩會特刋】被評爲新時代書畫領軍人物！
